Navigating Japan’s Electrical Appliances and Materials Safety Act (DENAN Law) can be notoriously tricky, especially for electronic personal care items.

Because personal care products involve heat, motors, or water, the Ministry of Economy, Trade, and Industry (METI) regulates them strictly. Selling them in Japan without a PSE Mark is illegal and will result in custom seizures or severe market penalties.

1. Classifying Your Product: Diamond vs. Round PSE

The very first step is determining whether your product falls under Category A (Specified) or Category B (Non-Specified). The compliance path, cost, and testing requirements vary dramatically between the two.

Where Common Personal Care Items Fall:

2. Step-by-Step Compliance Framework

If you are exporting to Japan, the legal burden falls on the Japanese Importer of Record. If you are a foreign manufacturer, you must collaborate with a local partner who initiates the following sequence.

Step 1: Business Notification to METI

Within 30 days of importing, the local Japanese importer must file a formal Notification of Commencement of Business to METI.

⚠️ Critical Rule: Foreign entities cannot file this notification unless they have a registered branch office or a legally appointed local representative residing in Japan.

Step 2: Product Testing (Conformity Assessment)

  • For Diamond PSE: The product must be sent to a METI-registered third-party certification body (like JET, JQA, or accredited international labs like TÜV SÜD or Intertek). They will test against Japan’s strict Technical Requirements (including EMC/electromagnetic emissions and thermal safety).

Step 3: Factory Inspection (Category A Only)

For Category A items, inspectors from a registered conformity assessment body must physically audit the manufacturing plant to ensure the production line has the necessary testing equipment and quality control mechanisms in place.

Step 4: Internal Testing & Record Keeping

Every batch produced must undergo routine manufacturing testing (such as insulation resistance and dielectric strength tests). Inspection records must be archived and kept for 3 years.

3. Mandatory PSE Labeling Specifications

Once compliance is achieved, the physical label attached to the product must explicitly display specific information. Leaving any of these elements out constitutes a compliance failure during customs checks.

4. Pitfalls to Avoid (The “Hidden” Traps)

  • The USB-C / Li-ion Battery Gray Area: If an electric toothbrush runs on a rechargeable lithium-ion battery, the toothbrush itself might not require a PSE mark if it is purely low-voltage DC. However, if you include a 110V-240V USB wall adapter in the retail box, the adapter itself must have a Diamond PSE mark.
  • Using Non-Accredited Labs: METI only recognizes certificates issued by designated, officially registered bodies. Relying on standard CE or FCC test reports from unlisted domestic test facilities will result in immediate rejection at Japanese ports.
